FMCSA and DOT Compliance

DOT Compliance

The Department of Transportation (DOT) is a United States government agency responsible for setting safety regulations across all major modes of transportation. The Federal Motor Carrier Safety Administration (FMCSA) is an agency within the DOT that oversees commercial motor vehicles and license holders, trucking companies, and interstate bus companies, aiming to reduce accidents, injuries, and fatalities. These regulations ensure that equipment and operators are always in optimal working condition.

At PremierFleet Pro, we recognize the importance of staying compliant with these regulations to keep your business running smoothly. We are diligent about staying up to date with the latest compliance rules, so that we can continue to provide solutions tailored to meet the needs of fleets in the U.S. and Canada.

  • Accurately record Hours of Service — the number of hours a commercial driver spends driving per day and how many hours they’re on-duty and off-duty per week

  • Stay compliant with roadside inspections from the Motor Carrier Safety Assistance Program (MCSAP) Inspectors and CARB certification

  • Track mileage and fuel by state and make IFTA filing easier

Meet Requirements and Stay Compliant With PremierFleet Pro's:

Electronic Logging Devices

To ensure the safety of both equipment and operators, drivers are required to conduct routine Driver Vehicle Inspection Reports (DVIRs) before and after each trip and participate in roadside inspections conducted by Motor Carrier Safety Assistance Program (MCSAP) inspectors.

Additionally, drivers must log their Hours of Service (HOS) to create Records of Duty Status (RODS), documenting their driving hours as well as on-duty and off-duty periods, including mandatory rest breaks.

PremierFleet Pro helps commercial operators maintain compliance by offering user-friendly, comprehensive ELD systems. Our hardware and software solution tracks HOS for accurate RODS, including DVIRs and reports that simplify IFTA filing.

The ELD plugs into your vehicle’s onboard diagnostics (OBD) port, capturing data on engine performance, location, speed, miles driven, and more.  As mandated by the FMCSA, most commercial operators required to maintain RODS must now use an ELD, and PremierFleet Pro has what you need.

The International Fuel Tax Agreement (IFTA) is a cooperative initiative between U.S. states and Canadian provinces, aimed at simplifying fuel tax reporting for interstate and interprovincial commercial vehicles.

Under IFTA, commercial operators must file a quarterly fuel tax report with their base jurisdiction, which then distributes the appropriate taxes to each jurisdiction based on where the miles were driven and fuel was consumed.

PremierFleet Pro's compliance solutions make IFTA reporting effortless by tracking miles driven in each state and automatically generating the required reports. This streamlined process saves time and reduces administrative burdens for operators.

IFTA Reporting

The California Air Resources Board (CARB) certification represents a standard of environmental excellence, signifying that a product or system complies with California’s stringent air quality and emission regulations.

Established to reduce air pollution and enhance public health, CARB certification ensures that products are designed to minimize environmental impact. While many consumers and businesses seek CARB-certified products to make eco-conscious choices, this certification is also mandatory for commercial vehicles operating in California.

At PremierFleet Pro, we are committed to keeping our telematics solutions aligned with the evolving needs of the businesses we serve. As part of this commitment, we are currently working to ensure seamless and consistent communication between our software and CARB’s Clean Truck Check system.

Frequently Asked Questions

  • How do I confirm compliance with DOT and FMCSA regulations?

The DOT and FMCSA impose numerous compliance requirements, from physical exams to vehicle inspections.

Radius ELD software integrates all ELD compliance requirements for both the U.S. and Canada, providing regular updates to ensure you remain compliant at all times.

For additional compliance guidance, refer to Regulatory Guidance | FMCSA.

  • Who is exempt from the FMCSA ELD mandate?

Nearly all commercial motor vehicle drivers required to maintain Records of Duty Status (RODS) must

use an approved Electronic Logging Device (ELD) to electronically record driving hours. Both the United States and Canada have ELD mandates in place.

In the U.S., drivers of vehicles manufactured before 2000 are exempt from using an ELD, as are drivers who are required to keep RODS for eight days or fewer within any 30-day period.

For additional exemptions, see Who is exempt from the ELD rule? I FMCSA.

  • What is IFTA reporting, and why is it necessary?

The International Fuel Tax Agreement (IFTA) helps each jurisdiction in the US and Canada receive accurate fuel tax payments for the fuel that commercial vehicles consume while driving rather than only accounting for where the fuel was purchased.

Since each jurisdiction sets its own fuel tax rate, this also ensures the carriers are refunded for taxes they may have overpaid. Submitting the required quarterly IFTA reports helps keep fuel tax payments fair for everyone.

Our software generates the reports needed by tracking drivers' miles by state and fuel consumption.

  • Can I operate without a CARB certification?

Starting January 1, 2024, all trucks operating in California must provide proof of compliance with CARB

regulations to continue operating in the state. These vehicles must be registered in the Clean Truck

database by December 31, 2024. Other states have adopted CARB's emissions standards, with more states likely to follow.

While you can still operate without CARB certification in many states, it's crucial to stay informed about the regulations in the states where you currently operate or plan to operate in the future, so you can make the best decisions for your business.
